On the morning of March 10, 2018,the 16th Dalian Enterprise Career Expo opened in Dalian World Expo Plaza. Theaward ceremony for the city-level entrepreneurship incubation platform was heldin the same period. Mr. Lu Lin, Member of the Standing Committee of theMunicipal Committee of Dalian Municipality and Executive Deputy Mayor, and DiShujun, Director of Dalian Municipal Bureau of Human and Society attended theawarding ceremony.

Dalian A-class Startup Incubation Platform

In the second half of 2017,according to the requirements of Dalian Municipal Bureau of Human Resources andSocial Security on the establishment of a city-level entrepreneurship incubatorplatform in Dalian, SOVO has applied for multiple dimensions based onoperations management team, professional services, entrepreneurial activities,management systems, and base influences. The judging and matchmaking waseventually assessed SOVO as the “A-class Entrepreneurship Incubation Platformin Dalian” and received the on-site award.

In 2002, Dalian NeusoftUniversity of Information first proposed the concept of SOVO, namely StudentOffice & Venture Office, to promote the cultivation of entrepreneurship. Atpresent, the school has become the first batch of 50 “National ExperiencedColleges for Innovation and Entrepreneurship” of the Ministry of Education, thefirst batch of 99 “National Deepening Innovation and Entrepreneurial EducationReform Model Colleges”, and the third batch of 50 “National Colleges forPractice Education and Innovation and Entrepreneurship”. It is also a “NationalCreative Space” of the National Torch Center of the Ministry of Science andTechnology, the first batch of entrepreneurial education demonstration schoolsin Liaoning Province, one of the first batch of college students’entrepreneurship incubation and demonstration bases, one of the first batch ofcollege students’ innovation and entrepreneurship education practice bases, andone of the first batch of undergraduate entrepreneurial project breeding bases.During the summer Davos in 2017, Prime Minister Li Keqiang personally visitedSOVO and gave high praise.

A school-level project libraryhas been established to form a pyramid-type innovation and entrepreneurshipeducation, guidance and service system with a universal curriculum system asthe underlying structure, a project library as the middle-level practiceplatform, and an entrepreneurship incubation as the top-level platform.Currently SOVO is consisted of “Geek” innovation space, “Dreamworks”entrepreneurial accelerator and technology business incubator. A comprehensiveand integrated tutor team, in the fields of technology, management, entrepreneurialmanagement, arts, investment, and business service guidance, has also beenbuilt up with a tutoring staff of more than 150 people. In the past 16 years,2,800 projects, more than 280 virtual companies, and 85 entity companies havebeen cultivated in SOVO. A total of more than 500 innovation andentrepreneurial activities were carried out in connection with"NEU-Maker" series.
