In the early spring of March, with the opening of the two sessions, the new term of Dalian Neusoft II has begun. In spite of the rare snow storm of Dalian, the teaching staff and students returned on schedule. After the term began, the teachers and students put the joint efforts in the details and steadily carried out the work of new term with a close center on the goal of building a high level practice-oriented IT institute that will be a first class in China and well-known one in the world. The positioning should be exact in order to build a high-level practice-oriented IT institute. To build a high-level practice-oriented IT institute is a systematic project, which not only needs the powerful leading group, abundant economic foundations and perfect system guarantee, but also it depends on the consistence of goal and action of the teachers and students. On the eve of new term, Dalian institute held the middle-level cadres meeting to learn and implement the spirit of the Third Session of the Second Neusoft Educational Management Committee. On the meeting, the important works of 2007 were deployed and the school-running positioning was further made clear: To build a high level practice-oriented IT institute that will be a first-rate one in China and well-known one in the world, to provide the service for IT and related industry based on Northeast China and the whole China, to focus on the undergraduate education, to stick to the developing strategy of characteristics of high vocational education, to moderately develop the graduate education, to harmoniously develop the arts, management etc. with a base on the engineering. At the same time, the goal of talent cultivation was also made clear: to cultivate the "internationalized, practical, individualized" high-quality and practice-oriented professional talents with the sturdy fundamental knowledge, practical IT technology, the innovative spirit and practical ability. In 2007, Dalian institute will focus on 3 core works (promote the industry-university cooperation, construct the double-quality faculty team, and strengthen the quality control), enhance the educational core construction and improve the schooling-running level. To build a high-level IT Practice-oriented institute, quality is the basis. The ultimate goal of building a high-level practice-oriented institute is to cultivate "internationalized, practical, individualized" high quality Practice-oriented talents who have a solid knowledge foundation, master the latest IT technologies, and have innovative spirit and practical ability. Dalian NII always adheres to focus on quality and put much emphasis on quality control so as to improve the quality of talents training. In mid-March, the institute held the new semester teaching work conference. It was proposed that core courses construction should be strengthened and the quality of teaching should be further improved. In 2007, the institute will further reform talents training mode to enhance students’ practical ability, deepen reforms on teaching contents and teaching methods, improve teaching management rules and regulations, and implement the teaching quality and brand program.  Departments of the Institute take measures to improve the quality of education timely and effectively: Department of Computer Science and Technology put much emphasis on quality control. They promoted teaching reform, and set up teacher construction group, teaching material construction group, teaching guiding group and major construction group under the leading of department leaders. Department of Information Technology and Business Administration organized students from e-commerce classes to do professional analysis in the second week of the semester so as to make their students have better views of development of their major and themselves, which had laid a foundation for their future study and career planning. Graphic Design Competition for Multimedia Majors, which serves as a stage of graduates fielding training enhance the employability of the graduates. To build a high-level IT practice-oriented institute, teachers are the guarantee. To build a high-level IT practice-oriented institute is to cultivate excellent personnel, which demands outstanding faculty. Dalian NII always adheres to the constructing of double-quality teaching staff and cultivating the first-class faculty. Before the opening of this semester, in order to carry out the spirit of the third session of Second Educational Management Committee, Dalian NII gave a report on quality evaluation of teachers at the Neusoft NII Teachers’ Quality Evaluation Conference held in Shenyang. The report made a detailed introduction on the significance of teachers’ evaluation work, the contents of evaluation system, and the plan on how to evaluate the teachers and results applications. Teachers’ ability evaluation is the requirement for institutes’ development, which provides an effective guidance for teachers’ career development, and continuously promotes the upgrade of teachers, continuously improve the quality of teaching, so as to create value for students and achieve the teaching targets of the institute. To build a high-level IT practice-oriented institute, characteristics are the key. Development is the absolute need. Development can offer a solid material foundation for building a high-level IT practice-oriented institute, and continuously improve the quality and level of the practice-oriented institute. Dalian Institute adheres to promoting industry-education cooperation, highlighting the characteristics of institute, making an organic unity of the goal to build a domestically first-class, internationally renowned high-level IT practice-oriented institute and the process of industry-education cooperation, and put this into institute’s strategic planning, developing process and measures, so as to ensure a characteristic development. To teachers’ and students’ rejoicing, industry-education cooperation begins to work and approved by the state and society: Major "Computer Application and Technology" of Department of Computer Science and Technology in Dalian NII was approved as the second batch of colleges’ model majors in Liaoning province, and another major "Network Engineering" was newly set up. Major "Logistics" was also set up by Department of Information Technology and Business Administration. The development of disciplines fully embodies the characteristics of industry-education cooperation, further optimizes the structure of disciplines, and strengthens complementary advantages of the majors, which promotes the development of engineering disciplines.    To build a high-level IT practice-oriented institute, faculties and students are centered. All the faculties and students are the main body part of a high-level IT practice-oriented institute as well as the main beneficiaries. Dalian Neusoft II respects all the faculties and students greatly as the subject position, which has furthest encouraged their enthusiasm and creativity to participate in the task of building our high-level IT practice-oriented institute. Xia Yiding, a teacher behaved like "Lei Feng" (a Chinese soldier and an icon as a selfless and modest person and also a good example to the Chinese people to be cheerfully selfless and noble in thought) of Dalian Neusoft II, saved a woman in the severe snow storm regardless of his own safety, which represents the good image of all the teachers of Neusoft II. To build a high-level IT practice-oriented institute, seek unity in thinking. Thought is the forerunner of action. Scientific thoughts may guide our career to march on the right course and encourage its harmony and development. The same is true with building our high-level IT practice-oriented institute and also put our thoughts into practice. Secretary of the Party Committee and President of the Institute, Dr. Wen Tao hosted a working conference on the institutes’ Ideological and Political Education and Brand Publicity at the beginning of the semester in order to unify thoughts from different departments and emphasize the importance of ideological and political education and Brand Publicity. The conference also set the key work in 2007 on these two aspects. The work in 2007 should focus on building good ideological foundation, creating harmonious social atmosphere, providing enough spiritual power, forming favorable campus culture to create positive and healthy social atmosphere in learning style, teaching style and school spirit ; keeping a good image of a creative and energetic IT institute. Under the guidance of this thought, our institute has attached great importance to ideological and political education and taken corresponding actions to build solid foundation for better teaching, research, student management etc.  To build a high-level IT practice-oriented institute, culture is the basis. Favorable campus culture is vital to build a high-level IT practice-oriented institute as well as the first factor which has great educational influence on all the faculties and students. Dalian Neusoft II persists in strengthening teaching style, learning style and school spirit; strengthening the construction of campus culture, individual education and developing students’ personalities and organizing excellent activities. As soon as the new semester began, our institute held the first students working conference. At the meeting, they made a proposal that all the faculties and students should put emphasis on the construction of learning style, staff and system and carry out the policy of educating all the people on the basis of the achievements made in 2007. To our pleasure, we have made a series of achievements during this semester. Both "Neusoft Pioneers" Student Cadre Demonstration Project and the Practical Training of LINUX Open Source Association were rewarded "Liaoning Province Undergraduates ideological and political education excellent activity" by Higher Education Working Committee of Liaoning Province and Department of Education of Liaoning Province, and LINUX Open Source social community earned the reputation of "Undergraduate Model Association of Liaoning Province". In order to perfect the mechanisms of campus cultural activities, improve the development of campus culture in various ways in depth and with good quality, our institute took flag raising ceremony as the first patriotic lesson in the new semester, which is of great help in cultivating students to love their motherland, school and learning the rules and regulations to form active and healthy campus spirit. In this season of revival, the seeds named harmony have been planted in Dalian Neusoft II and their flowers would take root, germinate and bloom in here for ever. In order to set up a high-level IT practice-oriented university, we need a long period and all the teaching staff’s and students’ efforts. Therefore, all of us should give full play to our enthusiasm, initiative and creativity and put them into action to try to realize the primary objective of our institute. At present, Dalian NII is working on its admission publicity and employment promotion. All the teaching staff and students are expected to stress civilization, establish a good image of our institute externally, enliven the construction of campus culture internally and work together towards harmony in everything. Harmonious temperament is helpful to gain physical and mental pleasure; harmonious campus is helpful to achieve a college’s educational concept. Education creates the value of students.
