Enhance Quality Control, Improve Cultivation Quality

Editor's note: the quality of teaching is the lifeblood of college. In order to further improve teaching quality and personnel training process, the institute, set up the Office of Teaching Quality Management and Assurance in October 2006. Since the establishment, it has conscientiously implemented the plan and requirements of school and leaders’ instructions. Under the leadership of Dr. Zhang Wei, Vice President of the institute, the whole department has actively and closely cooperated with teachers to start work, focusing on the key teaching work including "University-Industry Cooperation, the construction of core courses, practical training, organization of graduate design (thesis), and analysis of exam papers", established the inspection and evaluation standard for teaching construction, reform, and management, cooperated with Human Resources Department in launching a teaching post assessment in order to improve the quality and effectiveness of teachers in the classroom teaching, and developed a teaching quality evaluation indicator system and evaluation methods. The department organized teaching quality inspection and evaluation of the second semester of 2006-2007 with good results. The introduction of a series of evaluation criteria and methods, and the implementation of a series of inspection and evaluation, have effectively promoted teaching and improved the quality of teaching, and caused a positive reaction in the departments, teachers and the students.
According to Institute President Wen Tao’s requirements of "enhance quality control, improve cultivation quality" at the beginning of this semester, combined with the key teaching work of Academic Affairs Department and teaching posts assessment of Human Resources Department, for the upgrading of the teaching quality and personnel training quality, Office of Teaching Quality Management and Assurance of Dalian Institute organized 2006-2007 teaching quality inspection and evaluation of the second semester, from May 18 to June 19. The inspection and evaluation consisted of two parts: 1. Organized the evaluation of teaching quality online by all the students, fellow teachers, student instructors, and leaders of teaching departments; 2. Established a general inspection group, which consists of leaders and personnel from Academic Affairs Department, Office of Teaching Quality Management and Assurance and Human Resources Department, to inspect and evaluate the teaching construction, reform, and management of each department.
To ensure an objective and fair evaluation work, Office of Teaching Quality Management and Assurance extensively solicited suggestions from teachers, departments and other functional departments, and formulated and issued the "Teaching Quality Assessment Program for Teachers" and "Teaching Work Evaluation Program for Departments". Meanwhile, in order to efficiently complete the work, the department cooperated with Research and Development Center to develop an online assessment system, and organized an online teaching evaluation by the students, the peer assessment, and the assessment of teaching units, and counselors’ assessment. The inspection and evaluation of the teaching department is carried out by self-inspection and self-assessment first, and then the general inspection groups inspected and evaluated the teaching work. On May 18, Office of Teaching Quality Management and Assurance developed and issued “Notice of Teaching Quality Inspection and Evaluation of the Second Semester of 2006-2007", and on June 1, issued a "Notice of the Inspection and Evaluation by the Teaching Work General Inspection Group". A general inspection group was also formed with Zhang Wei, Vice President of NII, as the head of the group, Vice President Cao Yunfeng, as deputy head of the group. Members are from Office of Teaching Quality Management and Assurance, Academic Affairs Department, Human Resources Department, and Neusoft Institute of Education. In accordance with the evaluation of the project, it inspected and evaluated the "six departments, one office and one center". The inspection group first heard self-inspection and self-assessment report of every teaching unit, and then asked questions according to the division of inspection tasks, carefully reviewed the relevant supporting materials, carried out discussion and exchange on practical issues encountered in the real work, and also heard a number of suggestions and comments on teaching put forward by the teaching units.
At present, in the assessment of teachers’ teaching quality, the rate of students' assessment accounts for more than 90 percent, and the rate of the peer assessment, the teaching units’ assessment as well as counselors’ assessment have reached 100 percent. The inspection and evaluation of teaching work of every teaching department has concluded. On the afternoon of June 19, the general inspection group held a brief meeting, and according to the division of inspection, each of the inspection units summarized and commented on every item of every department in public, as well as gave the corresponding grades of evaluation on the spot. There are the following several good features on the inspection and evaluation of teaching work of departments as a whole: First, the teaching units attached great importance to the work of inspection and evaluation and set up the special working groups with clear division of responsibility chaired by the Dean of Department, thus ensured the smooth development of inspection and evaluation work. Department of Computer Science and Technology and Department of Information Technology and Business Administration in particular, when they were organizing graduation design (thesis) defense of undergraduates, the two departments formed sound, scientific and integrated planning to complete the tasks with high standard and high quality. Second, the teaching units have been basically carried out serious self-inspection based on the fact, in accordance with the evaluation criteria, and conducted objective self-evaluation, and completed a detailed self-evaluation report. Third, the teaching units have provided a detailed supporting materials, in which the process of every teaching work has been recorded, which achieved reasonable and comprehensive "digitally supporting materials" and "document management". This inspection and evaluation of the quality of teaching have both tested and promoted the teaching quality of teachers and the teaching work of the departments, and attained the goal “to promote construction by evaluation, to promote reform by evaluation, and to put emphasis on promoting teaching work and improving teaching quality”.
