【May 19, 2009, Dalian, China】On May 19,2009, with the theme of “Cooperate with Enterprises and Enhance the Cultivation of Service Outsourcing Talents”, a report meeting by Dalian Neusoft Institute of Information on Building a Characteristic and High-level Practice-oriented IT College was held in Dalian. He Xiaochun, Vice Director of Liaoning State Ministry of Education, announced the transformation of Neusoft Institute of Information to Dalian Neusoft Institute of Information authorized by the State Ministry of Education. This indicated that Dalian Neusoft Institute of Information had become one of the earliest Regular Higher Education institutes from independent colleges officially. A short but formal unveiling ceremony was held during the meeting which signified another milestone in the development of Dalian Neusoft Institute of Information. Xia Deren, Secretary of Dalian Municipal Committee of the CPC     Nine years ago, supported and guided by Northeastern University, invested by Neusoft Group and Yida Group, Dalian Neusoft Vocational Institute of Information Technology was set up on Dalian Software Park, which is a land full of life and hope. The school was built in the same year and the following year saw its enrollment facing the whole society. During the following eight years, its level of instruction extended from the a training school to a regular undergraduate institute with a variety of levels including vocational, undergraduate, graduate, overseas, adult and self-taught programs.     During the eight years since its foundation, with the aim of cultivating international, practical and unique IT talents, Dalian Neusoft Institute of Information had always followed the ideal that “education creates the value of students” to promote students’ competitiveness, build Production-Teaching-Research interaction and achieve sustainable cultivation of IT talents. It has always held a developing view in setting up the cultivation goal, majors and teaching modes, which has advanced with the times and explored its own way to a practical IT college.      During the eight years, focusing on the students and guided by their employment, Dalian Neusoft Institute of Information had fully exerted its advantage of cooperating with enterprises, built a modern software and hardware environment and a Double Qualified faculty as well as an application oriented education mode. It has been approved by all walks of society and formed its own feature which is “focus on application, cooperate with enterprises, emphasize practical ability and cultivate high-quality, practical IT talents”     Today, there are about 13,000 full time undergraduate and vocational students, 155 graduate students jointly cultivated by Northeastern University, 300 long and short term overseas students, 600 faculty members in Dalian Neusoft Institute of Information. It has brought15，000 graduates  to the society with an employment rate of 90%. Many entered into famous IT enterprises while some set up a dozen entitative companies. Nearly a hundred graduates passed the exams to study for a master degree in some of the best universities of the country. Students from Neusoft have also won many big prizes in a variety of competitions home and abroad. Since eight years ago, Neusoft has been exploring ways in investing system, operating mechanism and management pattern to combine the enterprise cooperation with the production-learning interaction. There are now more than 300 Chinese and foreign IT enterprises around the school, which makes it an important part of the “national software industry base” and the “model city of Chinese outsourcing service”     Professor Wen Tao, president of Dalian Neusoft Institute of Information said at the report meeting that after the transformation, Neusoft would mainly supply human resources and technologies to the outsourcing service sector. With the aim of “Building a Characteristic and High-level Practice-oriented IT College”, the school will mainly focus on technology while taking the support by management and literature to operate harmoniously; take north east as its base while facing the whole country to serve IT and other related industry; cultivate practice-oriented, high-quality and professional talents on demand of being international, practical and unique. The school planed to spend five to ten years to build a characteristic and reasonably high level, practice-oriented IT college, and ten to twenty years, a first-class, high-level and practice-oriented IT college.

Professor Wen Tao, president of Dalian Neusoft Institute of Information     Liu Jiren, Chairman and CEO of Neusoft Group said at the meeting that in recent years, with the highlight and enhancement of the country, the software and outsourcing service industry of our country developed rapidly. The key for China to become a powerful service country from a global manufacturing center was the talents. He said that as the demonstration city of China Service Outsourcing Base, Dalian strives to cultivate IT talents so as to be the new champion city of Global Software Outsourcing Service.
