Implementations: key to our Institute’s Reform and Development

New semester, new starting point, new hope.
2010 was a year with infinite opportunities and hopes. To achieve our Institute’s objective of reform and development and accomplish all tasks of 2010, the key was to implement.
Implementation required to set up a strong concept of “implementation”. Otherwise, if we could not keep thinking of implementation and seriously notifying implementation at any time, we might ignore and neglect this concept and consequently just paid attention to high-sounding words but not real results, might escape but not face and overcome risks, contradictions and difficulties, and might shout loudly but implement loosely. As a result, to implement turned out to be an empty verbiage. Practice proved that the accomplishment of each assignment was the result of implementation. In the words of Marx: “a small step of practice is much more important than a dozen of programs.” The strong concept of implementation was the prerequisite of real implementation, with which we could transform our perception and behaviors and would be enthusiastic about the work we were responsible for.
Implementation required to enhance a sense of responsibility. Every member of our Institute’s faculty should regard the splendid prospects and ideal objectives of Dalian NII as his own to pursue, take the magnificent blueprint of our Institute as his own to draw, take the plans and measures of our Institute as his own duty to implement, and take the rules and regulations as a strict prescription for himself to follow. Only with this sense of responsibility, could we carry on all the tasks assigned by the Institute, could we fear no difficulties and obstacles, complete all the work of our department, and foster responsible working manners.
Implementation requires a strong will. As to implementation , it was easy to talk but hard to put it into real practice. It needed a continuous persistence and a stable will. As is known, the easiest thing in this word was to persist and the hardest one is to persist, too. To persist was a struggle of wills. With stable will, we could perform well the tasks which were publicly recognized easy, and with stable will, we could implement well the policies and designs and finally reach our designated targets and standards. To some extent, it would not be feasible to implement without a never-say-die work spirit, and it would not be successful without a hardworking and fearless spirit.
Implementation required to be a part of campus culture. When all the leaders and faculty could keep the concept of implementation, seriously carry on each decision, regulation, assignment and measure, and foster a habit of implementation, implementation would become a part of our campus culture. To implement, as a part of campus culture, should propel each member of Dalian NII forward. If most of our leaders and faculty could be proud of implementation and feel ashamed with non-implementation, could be full of passion to the engaged work and take all the work as his own career, our Institute would develop a cultural circumstance of implementation and any task would be fulfilled in a practical way.
We were among an era with fierce competition. How to win or keep competitive advantages in the competition? How to make the faculty of Dalian NII ahead of others? To implement is the key. Facing the challenge of fierce national and even international competition, we must carry on implementation. With competition, we could be equipped with the internal capability of overtaking competitors and this ability was so called competitive advantages. Implementation created productivity. Only with implementation, could scientific strategies turn into practices, could assignments into actions, could bright blueprint into reality. Implementation produced creativity. The process of implementing strategies and assignments was actually a process of creation. To implement working tasks effectively, we needed to combine our Institute’s macro strategies with each department’s micro practices together and consequently needed to create but not simply copy other’s experience blindly. In the process of implementing Institute’s decisions, we, unavoidably, came across a number of changes in objective circumstances , some elements to affect our work and some serious problems which were urgent to deal with. Therefore, the process of implementation was a process to find and solve problems continuously. To deal with problems, we needed to create fresh solutions and we could open a new situation of our work.
Our objective were positive and courageous and our responsibilities were glorious and sacred. We were required to motivate courage to propel and enhance the belief to succeed, continuously pushing all aspects of our work forward.
