Guo Changming, Vice Director of Dalian High-tech Zone Administrative Committee, addressing the ceremony (May 29, 2010, Dalian News) Today, the well-known IT application-oriented university in Dalian, Neusoft Institute of Information and the IBM Corporation (NYSE: IBM) held a ceremony for the launching of “IBM-Neusoft end-to-end interdisciplinary talent training scheme”, which would further push the school-enterprise cooperation, and deepen mutual technical exchange and cooperation. IBM, soon to be established for a century, and Dalian Neusoft Institute of Information, on its tenth anniversary of the establishment, co-launched the end-to-end interdisciplinary personnel training program designed to respond to the nation’s Reinvigorating China through Human Resources Development and realize the diversity and feasibility of school-enterprise cooperation and deepen the school-industry cooperation school-running mode and speed up the cultivation of  applied engineering talents urgently needed by IT industry with the complementary resources and by way of being closely around the needs of business and industry. Neusoft Institute of Information and IBM would make joint efforts to make contributions to the IT industry of Daian even China and to the development and prosperity of the whole ecosystem. The launching of this program was another milestone on Neusoft-IBM cooperation road since they officially signed the cooperation program of talent cultivation and marked a solid pace that Dalian Neusoft Institution and IBM had made toward school-enterprise cooperation.  Eight plans help talent cultivation At the National Talent Work Conference held on May 25 to 26, 2010, General Secretary Hu Jintao stressed that cultivating young talents should be an important strategic mission and that our nation should be among the top talent powers in the world by 2020. And that the present talents development in our country was still in a low level and short of top talents and applied talents. Taking software industry as an example, the current software talent cultivating mode is disconnected with the real demand of enterprises. The cultivation of software talent is less practice-oriented and more theory-oriented and has caused the talents lack of engineering application ability and unable to meet the requirements of enterprises and markets, which has further caused the structural contradiction of software talents. The present software talent structure is a typical olive shape, which is not only short of junior software developing engineers who have grasped the basic developing ability but also short of the top talents who are familiar with the clients’ language and culture background and international principles and meanwhile have the ability to enter international market. The structural talent shortage has become a bottleneck which prevents the development of software industry and the export of software products. Since officially signing the cooperation memos between IBM and Neusoft Institute of Information, IBM and Neusoft II have co-cultivated over 1,000 graduates to the software industry and the society. The end-to-end talents cultivating scheme, based on the memo structure, is a breakthrough in the school-industry cooperation and is a new feasible idea of software talent cultivation and is believed to be an excellent applied talents cultivating mode and expecting to cultivate talents with excellent engineering ability. It’s also believed that the cooperation will have a positive influence on the whole industry. Present at the meeting are the top management from the two parities: Mr. Guo Changming, vice director of Dalian High-tech Industry Park, Prof. Wentao, President of Dalian Neusoft Institute of Information, Researcher Che Ruwen, party secretary of NII and Prof. Cao Yunfeng,  vice president of Dalian Neusoft Institute of Information and Mr. Lin Hongyu, CSO of Great China, IBM Software Group, Ms. Wang Qinxia, General Manager of Great China Developer Cooperation Department of IBM Software Group, Mr. Wang Xiaohu, General Manager of Cooperation Partners Technical Support in IBM Software Group. The talent cultivating scheme focused on the eight specific plans: professional construction, teacher training, research cooperation, visiting scholar, teaching material co-development, lab co-building, graduates employment and students association activities. As one of the five top brands, Rational will support the above plans. On the professional construction, the two parties will cooperate to set up new majors or open new profession orientations, in which IBM will offer the relevant resource-sharing and support to apply for and set up new professions.  For the teacher training, IBM and Neusoft II will co-work according to the teaching plan of NII and focus on IBM new technology and new application based training. For the research cooperation, the two sides will make joint efforts on the research of engineering applied talent training model, interdisciplinary disciplines, new-emerging professions and the fields both sides are interested. IBM will offer assistance and support to the co-worked research, such as, innovative research of talent cultivation models, the scientific management of service and engineering research, service outsourcing industry research, etc. Dalian Neusoft Institute of Information will select excellent teachers to IBM to fulfill the visiting scholar program and take part in the research and development of enterprise programs and develop the relevant courseware together with IBM engineers. The two sides will develop the IBM technology based teaching materials which will principally be used in the teaching of four-year and three-year applied computer-related majors to promote the extensive application of IBM technology. IBM will assist Dalian Neusoft Institute of Information in building “Neusoft-IBM Software Laboratory” and offer the relevant software to Neusoft to promote Neusoft’s teaching and research. The two sides will jointly organize the undergraduates to have technical training, career planning and employment assistance to help Neusoft graduates to work in IBM, IBM’s partner enterprises and clients of IBM enterprises. The two sides will also establish the student association based on IBM relevant technology, in which the Neusoft teachers and IBM engineers will give mutual instructions to students to have the learning and practice activities based on IBM technology and promote the application and spreading of IBM technology and help students to grasp the latest industry knowledge.  At the conference, Dalian Neusoft Institute of Information also granted distinguished appointment letters to five sales and technical specialists from IBM and they will fulfill the required teaching assignment. “Inviting specialists to campus” will become the highlight of this school-industry cooperation and the reflection that the two sides deepen the cooperation on talent cultivation. University-Enterprise Cooperation Cultivated Innovative Sci-Tech Talents NII, as a representative of Chinese practice-oriented IT education, was guided with industrial and social demands, and targeted to cultivate talents who were equipped with international, practical and personalized high-quality, advanced specialist with the latest IT technology, creative thinking and practical ability. Facing practice-oriented knowledge system and course system and emphasizing practical teaching modes and cultivated methods, NII, after having running school for over ten years, had educated more than sixteen thousand advanced technological talents for the society. Since the cooperation with IBM in 2002, NII had a further cooperation in the aspects of the setting up of talents-cultivation target, design of teaching plan, reform of teaching modes, building of teaching resources (including the setting up of practical training, textbooks and laboratories), cultivation of faculties, students employment, and other aspects, which turned into a model among university-enterprise cooperation with NII specialized, high–level IT practice-oriented university. Regarding to this cooperation, Wen Tao, president of NII, showed: “ we see from the just-concluded National Talents Working Conference that the Party Central Committee clearly proposed several moves to enforce the work of talents cultivation and put forward Outline of National Plan for Mid-Long Term Talents Development( 2010-2020). The university-enterprise cooperation between NII and IBM went with the development of times and created an efficient way of realizing the target to cultivate high-quality and practice-oriented IT talents. This cooperation also cultivate a group of excellent teachers with practical experiences. Here we deeply appreciated IBM for its great support and help in the process of cooperation and we wished in the whole process of future cooperation, we could acquire IBM’s support and help and make the talents the two parties co-raise work in IBM or work for its partners or clients, and we sincerely expected more enterprises and companies could join in the university-enterprise cooperation cause and provide continuous human resources for the development of our common IT industry. The cooperation of IBM and NII was an important part of IBM Academic Initiative Program, which targeted at college students. Through the cooperation with our institute, cultivating more students to be IT talents with high competency was a specific embodiment of assisting the development of Chinese software and pushing up talents-cultivation strategies. Since 2006, when the plan was started officially, it had successfully set up cooperation with a large number of partners and more than two hundred colleges, including the Independent Institute of Chengdu electronic technology university, the Independent Institute of Sichuan University, Sichuan Top Professional Technology Institute, Zhejiang University of Technology, Wuhan Professional Technology Institute, Beijing Institute of Information and Technology. Meanwhile, it achieved spectacular results in the number of students’ pool, effects of cultivation, and in the aspect of pushing up the innovation of local enterprises. Academic Initiative Program，as an important part of IBM entity channels partnership strategies, also indicated that IBM，in the process of co-setting up ecosystems with partners，not only emphasized the collaboration with partners, but also positively promoted the innovative cooperation with IT specialists and technicians, widely and deeply raised specialized IT workers and consequently showed its strong determination and moves in pushing forward the development and prosperity of the whole industry and ecosystems. As the worldwide biggest Information Technology and service company, IBM made continuous contribution to the career of providing the most advanced technology and solutions for its partners and clients, and meanwhile, it also took advantages of its own rich technology development resources and the experience in practice, actively promoted the cultivation of innovative talents, trained talents for partners and industrial ecosystems, and firmly fulfilled its long-term commitment of supporting China’s educational industry development.
