TOPCARES-CDIO Educational Reform Foundation in another Decade

2010 was the year of the tenth anniversary of Dalian Neusoft Institute of Information. Unusually, there was no large-scale celebration, there was no glamour square party, no colorful holiday decoration ... ... From its establishment, as the innovative IT professional college, it showed people a way of revolution to welcome the tenth anniversary. TOPCARES-CDIO teaching reform became a new starting point for the next ten years’ educational journey, which will be a powerful thrust to make NII a high level and unique IT practice-oriented university. This was the once known as "China's First Laptop University" "IT Whampoa" professional university, in the short ten years, and its pattern of the integration of industry-university set an example as a IT application-oriented university in China, having the mindset of creating an entrepreneurial to found a new model of IT education, with the "characteristics" to build the brand of China's IT education, to explore a new way of higher education’s fusion of industry-university in China.

In the morning on June 11, 2010, "Foundation 2.0 - The tenth anniversary of Media Communication conference of Dalian Neusoft Institute of Information was held in A2-330. Wen Tao, President of NII, Che Ruwen, Secretary of the Party Committee,Wang Chen,Vice President of NII, Leaders of the Departments and 30 news media from the central, provincial and municipal, more than 50 people attended the meeting, chaired by Hou Ning, Director of Brand Management and Communication Center of Neusoft Group.

In the meeting, Che Ruwen, Party Secretary of NII on behalf of Institute addressed the welcome speech, giving a warm welcome for the arrival of friends from the media, and expressing our heartfelt thanks for their concerns and supports in the course of NII’s decade development. Subsequently, President Wen Tao, gave a report entitled "Deepening TOPCARES-CDIO Education Reform, Foundation of Institute’s New Decade". The report first reviewed our decades of school history, through constructing personnel ecological chain by industry-academic interaction to train talents for application outsourcing services; the report also described strategies and development prospects in the new decade and explained the meaning of the TOPCARES-CDIO education reform which improved our teaching level and its significance on Chinese engineering education. President Wen, Party Secretary Che and Wang Chen, vice president, and the Media exchanged ideas about employment, education reform, industry cooperation and other issues. When asking about the Institute’s future development plans, president Wen Tao said the future of NII would realize and continually innovate the integration of industry and academic, setting a practice-oriented TOPCARES-CDIO training mode and continuously improving our distinctive characteristics, scientific and efficient management system and operational mechanism, developing a practice-oriented international dual-qualified teaching staff, and cultivating the "practical, international, characteristic "practice-oriented IT talents with the spirit of innovation and practical ability.

After the communication meeting, journalists who visited the Institute of Lab Center, Students Office & Venture Office (SOVO) and the library, giving full recognition and appreciation to the well-equipped facilities and excellent hardware and software learning environment, and wish NII a better future. Founded in June, 2000, Dalian Neusoft Institute of Information (DNII) shared an identical speed of the 16th National document of encouraging the industry of software and Integrated Circuit. In the past decade, DNII realized the overall development with IT industry. From an institute with 1500 students in 2001 to 14000 students in 2005, from vocational institute to a multi-educational system of undergraduate education, vocational education, overseas students education, adult education, from a vocational institute to a college, Neusoft institute has drawn great attention from all aspects of society and realize its triple steps. It is said that DNII has supplied its 17000 graduates to the society, and the employment rate is as high as 90%. Co-operations with renowned companies like Intel, HP, and Neusoft Group all come to DNII to recruit talents from its corresponding customized class. Nearly 60% graduates stay in Dalian and become the backbone force in software industry. The development model of DNII has a great impact on pushing the regional economy and Chinese IT industry. The president Wen Tao of Dalian Neusoft Institute of Information (DNII) concluded the success of the educational model as: DNII is a specialized institute of Neusoft Group and Dalian software park. So DNII was born with IT genes. During the latest decade, DNII has cooperated with Intel, IBM、SAP, HP, Neusoft, Microsoft, Toshiba etc. Both institute and enterprises design the training plan, courses, textbooks, resources construction and faculty sharing which makes our graduates more adaptable to the industry’s need. This interactive development model between DNII and IT industry realizes the social value of DNII, a practice-oriented school. Merging and innovating; create the core of Chinese IT industry With the increasing demand of IT talents, there exists a decreasing employment of IT graduate. The reason lies in two aspects: first, the students are less practical and lack of ability of analyzing and resolving problem; second, IT enterprises pays attention not only to some certain ability, but also the team work spirit; ethic code; and creativity, etc. therefore, a professional and ethic unique IT talent is necessarily required in IT era. At the media communication meeting, Dalian Neusoft Institute of Information President Wen Tao pointed out that Neusoft institute was built on a basis of ten-year practice-oriented college, and hoped that through deeper TOPCARES-CDIO education model to go for the quality of talent training and achieve a complete upgrade. In Neusoft Institute’s reform, it is required that all courses should be in the practice of the project; let the students practice step by step in eight core abilities. To ensure the TOPCARES-CDIO full implementation of teaching reform, Neusoft established the corresponding high efficient organization structure in full operation on basic education for the management reform to implement the integrated management team. Integrated management is centered with students, which will unite a professional education, quality education and professional teaching, students’ social work, the leading cultural activities, technology and business practice and the work related to be an organic whole, to train students to achieve greater integration of the construction of talent training from various angles. At the same time, taking advantage of the digital campus, Neusoft makes a comprehensive practice for the student, allowing them to do project practice at any time, any place, in any way. A platform to enhance the students’ experience and training, SOVO (Student Office & Venture Office) founded in the year 2002, has been the focus of media and social concern. In 2009, SOVO has been upgrading. A teaching building with nearly six thousand square meters was decorated in accordance with different majors and more than 30 student virtual companies were set up running by students. And undergraduates were trained practically. In the year 2010, Neusoft will invest in a flat at about 80,000 square meters for student’ new technology and experience center. The purpose is to fully enhance a new culture, and to improve the students’ practice and innovation ability. I have a dream that the students would have two days in a week to do part-time job in the virtual company, and that is the real purpose of integration. Since March 2009, TOPCARES-CDIO education teaching has been carried out over a year. With the teaching pressure, many teachers stated that though the teaching reform has put great pressure and needed to rewrite teaching syllabus, redesign programs and projects, it is a new challenge of teaching ability. However, in the process, professional abilities have been obtained and the class is more active and interesting, making the growth much interesting. President Wen Tao stated that: “The reform marked that the institute has developed from a mass sale to quality construction stage, as a teacher, we should not only be innovative, but also fully integrate with the industry, can we gain of talent training, and create the real value of the students. At present, the teacher’s concept and pedagogical changes have emerged, while it will be waited one or two years for students to produce the results.” laying a 2.0 foundation; entering a new educational decade in a creative mood. The main theme of this decade of Dalian Neusoft Institute of Information is “laying a 2.0 foundation”, a specific IT feature means that the Neusoft Institute not only entering a new stage but also starting from zero to create a second entrepreneurship. Meanwhile, our goal in the next six years is to achieve an overall promotion in the following six aspects: first of all, become one of the leading practice-oriented college; secondly, realize the scientific administration structure and advanced university system; thirdly, enable the teaching staff to be “dual-role, dual-posts and bilingual; fourthly, build up advanced educational resources and the circumstance of humanity; fifthly, realize the high quality employment of the graduates and gain a high recognition of students, the parents and the society; sixthly, highlight industry-education cooperation and serve the development of economy and society with high quality education and technology. We position us as an IT practice-oriented institute, serving IT industry and related sectors and the economy of the society. Over the past ten years, we have helped greatly to push the economic transformation of Dalian. Under the circumstances of Dalian’s being the leading city of software and IT service, the development mode of our institute will show a stronger vitality.    Without grand celebrations, without flowers and applauses, Dalian Neusoft II, the new institute, is interpreting its anticipation for the next decade in a plain way. After ten-year rapid growth through “innovation”, our institute still uses innovation to refine the ten-year’s exploration of the IT practice-oriented institute, so as to lay a good foundation for the development of the next decade. Dr. Liu Jiren, Chairman of the Board of Dalian Neusoft II, and Neusoft Group, has explained the distinction of the institute as such, “the industry background endows Dalian Neusoft II with the innate DNA – carve-out awareness, which is an ability to hew a path through the jungle. The reason that no any kind of grand celebrations activities are held in honor of the decade is just because we are still young, and we have paid all of our attention to cultivating qualified talents in urgent demand. We are also meeting the new decade with TOPCARES-CDIO teaching reform, which is a summary of the past and a good foundation for the future as well. This kind of celebration is more significant to both the future development and pushing the economy of the society.         2010 saw the issue of the widely concerned consultative paper of “Development Plan Outline for Medium and Long Term Educational Reform and Development (2010—2020), which clarified, “To deepen the reform of the educational system, we need to renew the educational concept, reform the system of talents cultivation, and improve the level of cultivating talents.” During the national talents conference held between 25th March and 26th, 2010, General Secretary Hu Jintao emphasized that cultivating young talents should be ranked among the most important strategic task so that China will have been one of the nations with enough talents by 2020. At present, problems still exist in the general level of talents development, such as the shortage of senior and practice-oriented talents. Education plays an essential role in transforming China from a nation with large population to a nation with large humane resource. Particularly in the knowledge-intensive IT industry, human resource is the core element, and the key to integrate education with the industry. As a young member of higher education, Dalian Neusoft II adheres to the principle that persistent innovation of the educational modes is based on the change of the industry, and that the sustainable competitive edge in talents cultivation should be build up in the aspect of cultivating IT applied talents.
